Lock down liabilty amounts in Claims
Liability & Chargeback - Currently entries that are only liabilities never get locked down. Users can modify indefinitely. These need to be locked down when transactions are generated.

There may not be a posted cash transaction generated every time liability is posted. There needs to be a date field associated with any documentation of Liability Only.
