Service date should default to "single date" instead of TBD. Single date is used more on a daily bases.

Changes to this functionality are complete and currently planned in release 2019 r07 with an expected release date of 4/8/2019

Most orders we enter in local service have dates. Prefer single date to populate as default. the TBD should be the last option, if it needs to be an option.
